Halton Events Safety Advisory Group (HESAG)

In the UK, a Local Authority Safety Advisory Group (SAG) provides advice and guidance to event organisers to help them plan safe public events, particularly large or complex ones. The primary purpose of a SAG is to ensure public safety by coordinating input from various relevant bodies, including:

  • Police
  • Fire and Rescue Service
  • Ambulance services
  • Local authority departments (e.g. licensing, environmental health, highways)

The SAG in Halton is referred to as HES​AG (Halton Events Safety Advisory Group) The Key Functions of HESAG is to:

  • Review event plans and risk assessments to identify potential safety issues
  • Advise on crowd management, traffic control, emergency procedures, and more
  • Promote good practice in event safety and compliance with legislation
  • Support communication and coordination among emergency services and organisers.

SAGs themselves do not have statutory powers to approve or reject events, but their guidance is taken seriously and can influence licensing decisions or the support from emergency services

If you are planning an event in Halton please complete an Event Submission Form (ENF) at least 12 weeks prior to your event to ensure the HESAG can provide advice and guidance.

Once the ENF has been received by the Events Team, you will be asked to submit the following at least 10 weeks prior to your event.

  • EMP Event Management Plan
  • RA Risk Assessment/li>
  • PLI Public Liability Insurance Certificate/li>
  • TTRO Temporary Traffic Regulation Orders (This will have to be submitted in line with HBC timeframes if required)​
  • TENS Temporary Event Notices

The HESAG Co-Ordinator will circulate the documents to the group for comments, concerns, and advice. You may also be asked to attend HESAG if the group have concerns with any of your submitted documentation.
